Our History

History of ELTOC
English Language Tutoring for the Ottawa Community (ELTOC) has grown from a small, volunteer‑run home‑tutoring program into a recognized, specialized English as a Second Language (ESL) provider serving newcomers in Eastern Ontario.
ELTOC was founded in 1991 as a charitable organization to provide one‑on‑one ESL tutoring in newcomers’ homes. Our original focus was adult immigrants in Ottawa who were isolated by health issues, caregiving responsibilities, low literacy, or lack of transportation and therefore unable to join classroom programs.​
Through the 1990s and 2000s, ELTOC expanded to serve roughly 200 learners per year using community volunteers, who were trained and supported by our ESL qualified staff. Our home‑based model emphasized practical, daily‑life language (shopping, appointments, transit, school communication).​
ELTOC Now
As the environment around our work evolved, we adapted our delivery model to ensure long-term stability and continuity for learners. Today, we continue as a registered charity. We fulfill our mission to provide accessible and community-based ESL training for residents of Eastern Ontario, through our Small Group Program and the Language Link 613 Project.  Newcomers gain access to free English lessons which are facilitated by community volunteers who are trained, mentored and supported by ELTOC staff that are TESL/OCELT certified.  We are locally recognized for blending language learning with social connection and confidence building, helping our learners successfully integrate into Canadian society.
